I have heard mixed reports as to whether this is a problem when applying for the visa in Thailand (Chiang Mai or Bangkok) or Hong Kong. Even if someone has done it, Xinjiang is always a bit of a sensitive area - I wouldn't assume that just because someone working in Jiangsu has got away with it, you'll be able to.
