I searched on Google but just came up with an article from a Guizhou bi-monthly research journal on race/ethnicity that seems to have been scanned in its entirety, and I don't want to go through all that. Anyway... Hold on, I think I just figured it out. Does it mean something like "offer"? I.e., "A relatively early and influential definition was the one offered by Shibuya Kazumasa (guessing at the given name) for the word 'community'." That sure would be a quick fix it if were.
