改革開放以來中國人在基本上解決了吃和穿的問題﹔但是﹐住宅到目前都還是一個很大的社會問題。在一般的大中城市﹐人均面積只有七平方米。在有的地區﹐人均面積還有在三平方米一下的。近年來﹐中國蓋了大批的住房﹐但是﹐卻出現了一個怪現象﹕一方面是有房沒人買﹐另一方面是有人沒房住﹐同時也有人分配到住宅不去住﹐私下出租給別人﹐這是為甚麼呢﹖

有房沒人買是因為住宅價格太高﹐居民買不起。居民想要買得起﹐要存款五十年。國際標準是﹕住宅價格是家庭年收入的三到六倍﹐在中國卻是二十倍

有人沒房住的原因是多方面的。一個原因是﹐中國人口多﹐增長快﹐但是因為經濟得較慢﹐房子蓋得少﹐所以總是不夠住。

還有一個原因﹐就是以前的住房制度有嚴重的問題。一九四九年以來﹐中國不允許有私人住宅。國家蓋好的房子不賣給私人﹐而是由政府分配。由於政府收的房租非常低﹐大家就都想住大房﹐住好房。一些有權力的人﹐就利用他們手中的權力﹐為自己﹐自己的兒子﹐甚至為自己的孫子分配好房子﹐大房子。這就造成了機會不均等的情況﹐出現了有人沒房住﹐有人分配了房子而不去住的怪現象。

有關專家指出﹐解決中國住房問題的根本辦法是改革住房制度﹐使住房商品化。但老百姓怎麼能住上商品房﹐政府還需要想很多辦法。因此﹐住房在很長的時期內將還會是中國社會上的一個大問題。

Since the reform and open door policy, in terms of the basics, Chinese people have solved questions of eating and clothing. However, up to the present, residences still pose a large societal question. In the middle of all sorts of large cities, the per capita area is only 7 square meters. In some regions, the per capita area is 3 square meters. For the past few years, China has built large numbers of housing; however a strange phenomenon has appeared: on one hand there is houses that people haven’t bought, on the other hand there are people who don’t have houses to live in, at the same time there are also people allocated houses they don’t go to live in. In private, they rent them to other people. Why is this?

There are houses that people don’t buy because the price is too expensive, so residents are unable to buy. If residents want to be able to buy, they have to deposit 50 a year. The international standard is: The price of residence is 3 to 6 times the family’s year income, but in China it is 20 times.

Some people do not have houses for many reasons. One reason, China’s population is very high, and growing very quickly, but because the economy is developing comparatively slow, few houses are built, so the is never enough to live in.

There is also another reason; previously, the housing system problem was very serious. Since 1949, China has no permitted private dwellings. Houses China completed could not be sold to private individuals, and were allocated by the government. Due to the government renting out, everybody thought they would live in large and good houses. Several people with authority then utilized their power, for themselves, their sons, and even to the point of their grandsons were allocated good and large houses. This resulted in situations of unequal opportunity. Then emerged people who didn’t have housing, and people allocated housing, but the strange phenomenon of them not going to live there.

Specialists point out, the basic method for solving China’s living problem is the open door and reform policy system, which causes commercialized housing. However, how are common people able to live in housing, the government still needs to think of many methods. Consequently, housing within a long period of time in the future still is China’s large societal problem.
