How exactly to get contact with members and administrators?

I've been going around in circles, I understand that we can view the admin by clicking the The Moderating Team, but all I get to do is view it. How do I contact any of them? When I clicked the profile names of the administrators, nothing happens, When I go to my personal messaging option, it writes - you are not allowed to use the private messaging system - and when I tried to click “Contact the Community Administrator", nothing happens also. I go to Help Documents but can't find any clear steps on how to contact admin.

There's a lot of questions I'd like to ask about this forum with answers that I haven't found. Can anyone please guide me?
