iminzhuhai Posted November 7, 2015 at 07:39 AM Report Share Posted November 7, 2015 at 07:39 AM Hello, I had no clue where to ask this, so I put it here. I have a bankaccount with ICBC, onlinebanking is activated. I need to make a payment with an online merchant using union pay debit card. Im now wondering, will ICBC verify that by an SMS-Code? Because I already left China and cant recieve SMS on my China mobile anymore. I have the USB thing, but Im just not sure if thats enough. If they want me to verify by SMS, is there any chance activating china mobile roaming outside of China. Thanks!
889 Posted November 9, 2015 at 10:22 AM Report Share Posted November 9, 2015 at 10:22 AM Paying by online banking in China is very tetchy. Really, the only way to know what you can or cannot do is just try. Remember that you usually need to use Internet Explorer if you're on a desktop. And may need to download and install drivers and security software first. While there may be different practices in different parts of China, you commonly do have to first register your SIM and make a non-refundable pre-payment of 500RMB to open up overseas roaming so you can receive texts outside Mainland China.Nonetheless, my experience, though not with ICBC, is that you don't have to receive a text if you're using the USB dongle and paying through online banking via Unionpay. But actually getting the dongle to work and then getting the payment to go through can be very frustrating. Finally, you say you activated online banking on your account, but in my experience, though not at ICBC, you have to activate online payment capability as well. iminzhuhai Posted November 9, 2015 at 12:41 PM Author Report Share Posted November 9, 2015 at 12:41 PM Well I managed to get into my online banking and the USB thing working already, so thats good. Now you make me scared by saying I need to activate online payment first . Prolly would need to go to china again to activate this i guess. What about bankwires? I could use that option for my payment as well, but I thought union pay will be much easier.
889 Posted November 9, 2015 at 01:06 PM Report Share Posted November 9, 2015 at 01:06 PM With the dongle working, perhaps you can activate online payments yourself, if it's not already activated; you'll have to look around the website. Of course you can always wire money from overseas to Mainland China, but it can be relatively expensive for smaller amounts. And for larger amounts, note that your account no doubt has a limit on the value of online transfers.
iminzhuhai Posted November 9, 2015 at 01:10 PM Author Report Share Posted November 9, 2015 at 01:10 PM Well Im reading on their site already, but Im never 100% sure about it. It seems like I need to apply for "E-commerce", I can apply online for that, but I don't know if then they want to verify that activation through that SMS. I tend to think I get around using SMS, but Im to scared to click anything online, not that I actually make it worse . If I want to make a bankwire, is then only the USB thing fine, or is there also a chance they want sms verification for that?
iminzhuhai Posted November 9, 2015 at 01:38 PM Author Report Share Posted November 9, 2015 at 01:38 PM Ok, to apply for epayment I need to verify through SMS :'(. Is there any chance to get the china simcard usable without going to china?
889 Posted November 9, 2015 at 01:47 PM Report Share Posted November 9, 2015 at 01:47 PM Assuming your telco wants the 500RMB prepayment to open overseas roaming, how would you transfer that amount? Plus, you'd have to comply with real-name registration, if you haven't already. As an aside, when doing banking and such, if you can read Chinese it's usually better to work from the Chinese site; English sites are often poorly translated, and sometimes don't show the full availability of services. iminzhuhai Posted November 9, 2015 at 01:57 PM Author Report Share Posted November 9, 2015 at 01:57 PM Well I found some sites that offer reload service through VISA, so that seems doable. I only have the Sim card, it worked in China, but doesnt in Europe. Dont know anything more really... No clue about chinese sadly...
889 Posted November 9, 2015 at 02:09 PM Report Share Posted November 9, 2015 at 02:09 PM Just putting 500RMB on your SIM card won't do it! (Have you tried to open roaming on the SIM card by registering with the right local operator, and opening roaming on your phone?)
iminzhuhai Posted November 9, 2015 at 02:10 PM Author Report Share Posted November 9, 2015 at 02:10 PM Can someone else go to the shop for me? Or would it work when I send the SIM there physically and someone goes to the shop with it?
roddy Posted November 9, 2015 at 02:14 PM Report Share Posted November 9, 2015 at 02:14 PM What are you actually trying to buy, and where from? Very often there are services for people who want to buy something from, eg, Taobao, from overseas.
iminzhuhai Posted November 9, 2015 at 02:15 PM Author Report Share Posted November 9, 2015 at 02:15 PM I def. need to make a payment trough my chinese bank. I can bankwire or use unionpay debit card.
889 Posted November 9, 2015 at 02:22 PM Report Share Posted November 9, 2015 at 02:22 PM Has your SIM already been through real-name registration? If not, they'll need your passport to do it. And maybe you there, too. Besides, a 500RMB nonrefundable prepayment is a lot. If I were you, I'd contact ICBC, tell them the problem and ask if they can help. (I'm not sure, for example, that you're right that you need to get a text to open e-commerce if you have a USB dongle attached, but ask the bank directly. Of course, it's possible that it's Unionpay that wants to send you an SMS, not your bank.) Finally, do you need to use ecommerce to make this payment throught Unionpay? Why not just make a direct payment from your bank account to the bank account of the other party through ICBC online banking?

iminzhuhai Posted November 9, 2015 at 02:35 PM Author Report Share Posted November 9, 2015 at 02:35 PM Yeh, there are some ways and good chance I don't need sms it seems. For the bankwire I also don't know if I need SMS code or something. I just hope it works, if anyone has suggestions how to get the simcard usable Im still happy to hear. Thanks. We applied for the sim in china and showed passport.
