I learned that it is like "uei" ("wei"), c.f. http://www.hackingchinese.com/a-guide-to-pinyin-traps-and-pitfalls/ Shuǐguǒ "fruit" sounds like that. But in the phrase "Duì bù qǐ" it sounds like "ui". Maybe you heard someone speaking fast and it wasn't clear or it's a non standard pronunciation. You can get used to recognize both but just use "uei" when you speak. Maybe try to find a video on youtube, use a dictionary with tts or ask a Chinese person to pronounce it for you and you'll see that it's usually pronounced "uei". You can also hear it on Forvo: https://forvo.com/word/对不起/#zh On Forvo for example only 1 person out of 16 pronounced "ui" as "ui" (all native speakers).
