It is Chinese characters, but the sentence itself doesn't mean anything. It's not a constructive sentence

The picture isn't very clear but it looks to me like a situation where one Chinese encoding is being read by the wrong software, as the character string makes no sense but looks like a couple of sequences repeat.

I agree with @Jim, it's gibberish. The characters are Chinese, but the text isn't, it's luanma.
