Question on the use of an adjective

Hello, I was reading an article and I'm very confused by the structure of a sentence:

 

"公安厅将继续鼓励人们积极提供假币制造的线索，对那些提供重要线索的人，根据法律规定给他们奖励."

 

In the sentence, it says "积极提供假币制造的 fro", here I was confused on the use of "积极" as I thought this was an adjective and

was wondering how it can be used in front of 提供 (verb)  without any "de".

Historically there has been no morphological distinction between word classes in Chinese. The adverbial marker 地 in Modern Standard Mandarin is only optional in formal writing where a more concise style is preferred. So yes, an adjective can be used directly as an adverb (like in German). In fact, throwing a 地 into your example sentence would ruin its cadence (which is an important aspect of the language that any good writer should bear in mind).
