Hang on, this is just based on folk who take EF tests / placement tests. Not sure what it actually says about a country as a whole. If EF ran a big marketing push in China to get people who'd never studied English before through the door, and had lots of its advanced students poached by other schools, what'd happen to China's reported English proficiency the next year?
