Joint venture is usually either 合资企业 or 合营公司, depending on whether its jointly owned or operated. Is it two foreign companies investing in a wholy-foreign enterprise? That seems most likely, or is it a misuse of 外资 where it should be 合资 - ie it's a foreign + Chinese company?
