I have problme with first two charakters, MDBG shows that means garrison / soldier stationed in some place. (the rest is Western Regions-Xinjiang Province?), translating all this doesn't make sense in my language, so i am checking it. Here the phrase is defending the 'western regions' and establishing the province of Xinjiang, a process which began in the Qing dynasty.
