I don't know of anything targeted at younger people. Intrepid offer a more robust experience than luxury hotels and coaches, but I don't think you could call them cheap. To be honest, your best bet is probably independent travel with good planning and judicious spending on advance booking - you can have the tour experience at a similar price, with a lot more flexibility.
