What is the difference between using shi4....de structure and le particle

Hello!

 

From my understanding, the le particle is to indicate a complete action but the shi4.... de is used to emphasize past action? According to my grammar book, one can say....ni shi he de shui = he had drank water... Can i also ask someone...ni shi he de shui ma? I guess when saying... ni he le ma? le here doesn't mean past?
