Question on the after of the China's one-child policy

According to my Chinese teacher, during China's one-child policy, some families in the countryside had more children and they just don't declared the extra child(ren) so the newborn don't get the Chinese citizenship. But now that the Chinese families can have 3 children, are those born before the rewrite of the law can now become a full citizen with the Chinese nationality or it's too late ?

I have a friend who is from a small town in a southern province who had a secret brother 25 years ago. They (her family) still jokingly refer to him as their "black baby." But he now has finally been registered and "legalized."

For the Original Poster -- 黑车 is "black car" -- used to describe an illegal taxi, a private car without a proper taxi permit. They often cruise around the train and bus station in smaller towns. No meter or a sham meter.
