Please help, questions about csc without hsk

Hello, 

 

in my country we do not have the hsk exam center, and I would like to apply to CSC type b (university program), but Most universities require the HSK certificate, is there anyone who applied without it? can I apply on the csc portal without applying for the university portal? please help me.

 

I have a certificate from BLCU proving that I finished 12 hours Chinese course in their university online.
