Is this Mandarin or Hokkien?

The part before “动作快啊” surely isn’t Mandarin. One thing I have observed with Taiwanese shows is that often a mix of Mandarin and Taiwanese is spoken, could be mixed even in the same sentence. I think this may reflect the reality of more and more younger people barely speaking Taiwanese anymore, although I remember reading it has become more popular again.

“Is this Mandarin or Hokkien?” Yes :-)

As Jannesan says, Mandarin and Hokkien are often mixed, and that's what you see here too. The non-Mandarin language you hear is definitely Taiwanese (Minnanese, Hokkien). (Source: I lived in Taiwan for a few years and learned some Taiwanese.) Seems this is not the ideal show to watch if you want to practice your Mandarin listening skills, although of course you can still watch it if you simply enjoy the show for itself.
