((This portion of document I'm translating is remarkably similar to this (look for the yellow highlighted keyword for context), so it's probably local government boilerplate, but I can't find an "official" English version of it.)) Then again we usually associate self-sufficiency with food, so maybe something like '90% of components can be locally sourced . . .'?
