dead bird signese translation

Thought the signese about the dead birds was topical. Since I could make out enough I thought I would try to finish it off. Here is what I have so far --had to look up a few in order to get the pin yin to type them into NJStar.

Can anybody fill in what I've missed? Corrections?

Looks like the writer used a variant of 兽 but I don't know enough about it to say for sure.

What I missed in 安？非外理

is kind of crucial I think, so until I get help filling that ? in, I'm postponing my visit to adsotrans.

Considering that even I can make out 80-90%, it is nice to know that such messages are written at a fairly basic level.

I had to look at that twice myself when I was taking the photo. The ? is actually the 手 radical of 排 - 安排处理 - arrange for it to be dealt with. The 排 is kind of deformed.

Last line is 志强南园社区居委会 - residents committee of . . .

Glad to know someone's paying attention to that site . . .
