If you're using Win 95 /98, check out the link at http://pazu.com/a/ime.html and download the Trad Chinese /Simp Chinese (both language packs). If you're using Win XP, then go to Setting -> Control Panel -> Regional Setting and Language. Just add Simp and Trad Chinese to your list.
