Cardiac Arrest? -- East of Town

Here I go again, I need help with another poem.

乐幽心屡止, 遵事迹犹遽;

Wei Yingwu EAST OF THE TOWN

From office confinement all year long,

I have come out of town to be free this morning

Where willows harmonize the wind

And green hills lighten the cares of the world.

I lean by a tree and rest myself

Or wander up and down a stream.

...Mists have wet the fragrant meadows;

A spring dove calls from some hidden place.

...With quiet surroundings, the mind is at peace,

But beset with affairs, it grows restless again....

Here I shall finally build me a cabin,

As Tao Qian built one long ago.

With quiet surroundings, the mind is at peace" So, if you heart stops repeatedly, you are at ease? Or does it mean that the mind is at ease because you (repeatedly) stop worrying about things?

As Tao Qian built one long ago." I really, really don't get this one. So 陶 is probably short for Tao Qian.慕 probably means that he envies Tao Qian for having done so and we can thus conclude that he'll be doing the same? But this "真可庶" refuses to open itself up to me. Also, who in the world was Tao Qian?

Again, many thanks!

Here is what my 300 Tang Poems says -
