IME handwriting recognition for Windows 2000

I have a friend running Windows 2000, whom I recently helped to install Chinese (PRC) and Chinese (Taiwan) - he wanted both in order to be able to input both Simplified and Traditional Characters.

However, I was unable to install the "Drawing Pad Handwriting Recognition" feature in the Chinese (Taiwan) option. I did manage to find the "Drawing Pad" function, but it does not appear to have the character recognition feature, like what we automatically get with Windows XP.

Can anyone please help me on this? Thanks.
