Here's what you do.

Go to http://qingting.baidu.com/index .

In the top box enter:

我在国外，没有国内手机， 只有邮箱。 注册的时候，因没有国内手机我碰到困难。 我怎么可以注册？谢谢！

In the next box enter your email address. Leave the third box blank, then click the blue button.

This will ask baidu if you can register without a Chinese mobile number, and if so, how.

Post the response here and we'll translate it for you.

 

(Just to be clear, I'm suggesting only that poster whiteedge do this; others should not flood baidu with the same question. You can find the answer here when whiteedge posts it for translation.)
