I always thought of 养 as being used only for feeding babies and taking care of animals and the like, not really for road maintenance. OTOH, some of our roads around here could certainly use some TLC! I just realized that in the traditional form, the right-hand-side of 陝 is not 夾. Took me a long time to realize the difference, but the little "thingies" are 入 and not 人. It appears this is news to a lot of other people as well. "陝西" has "About 8,380,000 results" on google, vs "陜西" has "About 8,250,000 results". It seems to me that the Microsoft pinyin input gives the correct form and the sogou pinyin input gives the form with 人, which is a variant.
